NVIDIA's recently introduced GeForce RTX 4090D graphics card is all set to hit retail availability in China in late January as pointed out by MEGAsizeGPU.
Update: According to I_Leak_VN, the NVIDIA GeForce RTX 4090D will also be available in Vietnam around the same January on-shelf timeframe as China. Vietnam was amongst the list of countries where the RTX 4090 was restricted.

Yesterday, NVIDIA and several AIBs revealed the GeForce RTX 4090D graphics card, a cut-down variant of the original RTX 4090 which is designed for China. This new graphics card comes with lower cores (CUDA/Tensor), and slightly lower power consumption while retaining the rest of the specifications such as 24 GB GDDR6X VRAM and all the Ada Lovelace features such as DLSS 3.5 & RTX support. All AI functions are also available to be utilized though the reduced number of tensor cores will mean that performance will be affected.

While we got to see several custom models from AIBs such as MSI, GALAX, ZOTAC, Inno3D, etc, these cards won't be available for purchase until late January. It is reported that the launch will occur by the end of January which is just around the time we will see the launch of NVIDIA's two "SUPER" series cards, the RTX 4070 Ti SUPER (24th January) & the RTX 4080 SUPER (31st January).

With a launch date of 21st January, the NVIDIA GeForce RTX 4090D will launch just in time for the Chinese New Year (2024) which will usher in the year of the dragon. One cool hint is that the "D" in the RTX 4090D naming stands for "Dragon". As for the pricing of the card, the card will officially be sold for 12,999 RMB which is the same MSRP for which the original RTX 4090 was sold in China. This converts to $1840 US which is a 15% higher price than the US MSRP but you've to include regional taxes too. Some models, such as the ZOTAC RTX 4090D Trinity & 4090D PGF are already listed at JD.com for 13,999 & 16,999 RMB, respectively.
In terms of performance, you are expecting around 10% slower performance in games and the card does sip lower power with a TGP of 425W which is standard across all variants since they all feature the same clock speeds as overclocking is restricted. The reason to restrict overclocking is because factory overclocked models can easily breach the TPP parameters set by US regulations and that can get the new RTX 4090D in trouble just like the original RTX 4090. As such, AIBs have to follow the guidelines set by NVIDIA to ensure that doesn't end up being the case.
Overall, the card is better than nothing but the pricing is not that great for Chinese consumers. It remains to be seen how close the RTX 4080 SUPER gets to the RTX 4090D in gaming performance as that may end up being the better purchase but for users eyeing more VRAM, the 4090D might be the only option on the NVIDIA side that gets you over 20 GB VRAM.
